This exception signifies that someone attempted to make a connection
to the TLS software and specified that it must be an end to end
connection using the ";EndToEnd" string appended to the URL of the
server. However, the device does not contain the necessary
code to make this connection (that is End to End SSL software is not
currently loaded on the device) and hence we are unable to fulfill
this request. This exception is thrown to signify that this situation
has occurred.
