Checks whether accessibility is supported on this device. If accessibility is not supported then there are no means to discover visual elements and listen for their updates. A call to AccessibilityManager.setAccessibleEventListener(AccessibleEventListener) method would throw an UnsupportedOperationException.

This method may be used by screen reader before registration or by other applications to optimize accessible model building operations.
