Build Your Own
The state builds or adapts a platform and operates it itself. Many national messengers in service today take this path, usually by forking an open-source foundation. The government owns the platform — and everything downstream of it, from launch onward.
Sovereign Commercial Off-the-Shelf (COTS)
The state deploys field-ready certified commercial software entirely on its own terms: on national infrastructure, keys held by the government and no one else, approved by its own national authority, operated in-country. The government holds control. The vendor carries the maintenance.
Having full control over national communications security isn't a future goal, it's a present requirement. Building a new capability internally means years of development, testing, and risk. Deploying a certified, sovereign solution today eliminates the skips that risk entirely.
What building your own demands
Standing Up a Platform Is a Project. Running It Is a Permanent Function of Government.
Almost none of the national messengers now in service were written from nothing. Most are forks of a shared open-source foundation — which means each government inherits everything that lives downstream of it, permanently.
Patching and Upstream Tracking
Every flaw found in the upstream code must be applied, tested, and redeployed — on the upstream's schedule, not the government's.
Re-Certification
National approval is tied to a specific version. Every material change sends the platform back through evaluation — funded and scheduled each time.
Roadmap and Liability
Feature parity as platforms and protocols change, and full ownership of the consequences, in public, when something goes wrong.
Round-the-Clock Operations
A standing, always-on monitoring and response function. Adversaries don't keep office hours and a project team disperses after delivery.

Beyond Messaging
Messaging Is One-Third of What Secures a Communication
A government-built platform solves messaging. Protecting the device the conversation runs on, and coordinating action across agencies that share no chain of command, are each their own build — with their own certification and operating burden.
Messaging Layer
What a national messaging platform delivers. Encrypted, federated communications solves for the conversation itself, which is the layer every national program starts with and the one most demonstrations stop at. It's real progress and it's also the smallest of the three problems a government actually has to solve.
Device Layer
Its own certification, its own build.The device carrying the secure conversation needs its own hardened OS, its own mobile device management, and its own path through national evaluation. None of that is inherited from the messaging layer. A secure chat app on an unmanaged phone is a locked door in an open building.
Coordination Layer
Cross-agency, no shared chain of command. Real missions span agencies, services, and allied partners who don't answer to the same authority and can't be assumed onto the same platform by decree. That coordination layer — alerting, mass notification, interoperability across organizations — requires a separate build with its own certification and it's the layer most self-build programs never reach.
A self-built platform that covers all three layers means repeating that same build effort two more times. Once for the device and once again for coordination. The real cost of going alone isn't one build. It's three.
The Distinction That Decides the Rest
Sovereignty is control, not authorship. The keys stay with the government. The system runs in-country. The approval comes from the government's own national authority. What moves to the provider is the burden — not the control.
A government can write every line of a platform and still depend on a foreign upstream for its security fixes. And a government can deploy commercial software while holding every control point that matters — when the architecture is designed for it.

None of these requires a vendor to answer them for you. They test either path equally and they make the ten-year picture concrete before a decision is made.

1. What is the fully loaded ten-year cost — patching, operations, re-certification, and specialist talent included, not just the initial build?
2. Who funds re-certification after every material release and how often does that recur?
3. What does a self-built platform consume that the rest of the national security mission then cannot use?
